This session explores the critical framework of Full and Individual Evaluation (FIE) eligibility determination, focusing on the careful analysis of inclusionary and exclusionary factors. Participants will learn how to identify required inclusionary criteria while systematically ruling out exclusionary factors—such as environmental disadvantage, lack of appropriate instruction, or limited English proficiency—to ensure legally compliant eligibility decisions. The session will also highlight data-collection strategies and collaborative reporting techniques to confidently defend evaluation results at the ARD table.
